In 2008, the eco-institute analysed on behalf of the Federal Environment Agency, together with Dr. Angela Dageförde of the law office
Prof. Versteyl lawyers in a legal opinion the implementation of the EU public procurement directives into German law.
The second stage of the procurement law reform was just completed. Since 11 June 2010, the third stage of the procurement law reform
in Germany has been completed. Numerous legal provisions have been amended, revised or abolished.
The aim of this update of the legal opinion from 2008 is to show the main changes in relation to a green public procurement.

The public sector must perceive sustainable procurement as an opportunity to modify their own acting even more towards
sustainability. At this, the federal,the states and local authorities should work together much more closely yet. For this reason,
the initiative "Alliance for a Sustainable Procurement" was launched in 2009.
The Present Progress Report 2011 includes the partial reports of the expert groups "public transport" assigned in 2011
(continued their work out of 2010), "standards" and "statistics / Monitoring" (each set up on the basis of the decision of
the alliance members of 18 January 2011) and a partial report on "sustainable construction".
